Miss the Deadline, Refund the Fee: WV's One Stop Permit Portal Adds Fast Track in 2027

If you've ever chased a state permit from one agency website to the next, filling out a different form and paying a different way every time, here's some news worth sharing with every contractor, trucker, logger and small business owner you know.

Gov. Patrick Morrisey announced Wednesday at the State Capitol that West Virginia's new One Stop Business Portal is moving ahead of schedule, and that beginning January 1, 2027, the state will put its money where its mouth is: if an agency misses its processing deadline on a completed application submitted through the portal, it has to refund the permit fees.

One Place Instead of Thirteen

The portal quietly went live in a soft launch on October 1. Right now it covers about 330 permit types from 13 state agencies, and the administration says it is still testing and fine-tuning the system before it grows.

Department of Administration Secretary Eric Householder walked through how it works. For each permit, the portal lays out what it costs, how long it should take, which documents you need and who to contact at the agency. Folks can apply and pay right there, and more digital processing features are set to come online in phases.

The idea is simple: information that used to be scattered across a pile of agency websites, each with its own forms, payment steps and requirements, now sits in one spot.

A Fast Lane and a Money-Back Promise

Starting January 1, 2027, applicants will be able to choose a fast-track option for eligible permits. Under the 2025 law that created the program, that expedited processing comes with an added fee.

The governor gave a couple of examples of what that could look like. An oversized-load hauling permit, which normally carries a five-day processing deadline, would drop to two days on the fast track. A timber license renewal could go from 14 calendar days down to seven business days.

The refund guarantee is written into state code. Any permitting agency that fails to grant or deny a permit applied for through the one-stop program within its deadline must refund all fees the applicant paid, and the agency that missed the deadline is the one that pays it back.

There is a catch worth knowing about. The refund does not apply if your application was incomplete, the agency flagged the problem through the portal within 10 business days, gave you 30 days to fix it, and you didn't send back a complete application in that time. In other words, get your paperwork right and the clock works in your favor.

Minutes Instead of Days

The governor described state government moving at the speed of business as a real asset for West Virginia. A local business that has already used the portal reported getting a permit in about three minutes, compared with a process that could previously take a couple of days, according to the governor.

For a state that wants more jobs, more building and more folks staying home to make a living, cutting red tape down to a few clicks is a welcome change. If you run a business or work in the trades, it may be worth bookmarking the portal now and getting familiar with it before the fast-track option and refund guarantee kick in on New Year's Day.
